Autoesque: Congestion Charge change
The levy reduces to £9 per day if the vehicle has been registered under the new Congestion Charging Auto Pay scheme. As well as the slightly reduced cost, the other benefit is that drivers no longer need to worry about forgetting to pay, as the number of charging days a vehicle travels within the Congestion Charge area is totted up and the total amount owed is then taken automatically from a debit or credit card each month. Drivers can pre-register with Auto Pay from 22nd November 2010, but the slight drawback is that there’s an annual registration fee of £10 - and that’s per vehicle, [suite...]

London Congestion Charges Don't Work | The Truth About Cars
London's controversial congestion charge suffered a setback last week, when Transport For London (TFL) admitted that the charges to enter central London have not improved traffic. Although TFL claimed that the £8 daily charge had produced a thirty percent improvement in congestion after its introduction in 2003, gains have been rolled back to the point where improvements have been reversed. The Automobile Association explains the conundrum to Courier Exchange, saying "The trouble is, by closing off side streets and short cuts and re-phasing traffic lights for pedestrians – all for laudable [suite...]

Porsche Points to Study That Congestion Charging Increases CO2 ...
PistonHeads reports that Porsche now claims a study by London's own government transit authority, Transport for London, shows congestion charging would increase greater London's CO2 levels by 182k tons by 2012. The argument is simple: if people can't go in straight lines through London, they'll be driving longer routes around the congestion zone. More driving, more CO2. The reduction of CO2 in central, congestion-charged London would be only 2200 tons– a tiny fraction compared to what happens in the surrounding areas. Meanwhile and in any case, Porsche is getting maximum PR benefit from the [suite...]

Streetsblog New York City » London Mayoral Candidate: Use ...
Introduced in central London in 2003 and then extended westward in 2007, the congestion charge has curbed traffic, reduced the number of car crashes, cut emissions of greenhouse gases and air pollutants, raised nearly a billion dollars to invest in public transport, and encouraged people to travel in more sustainable ways, with increased bus ridership and cycling rates. So the congestion charge is a fixture in the British capital. The debates today center over what shape the congestion zone should take, and what to do with the revenue. While the current mayor, Boris Johnson, is intent on [suite...]

Did the Pope have to pay the London Congestion Charge? | The Daily ...
It’s the question that’s kept Boris Johnson awake at nights – where does the Popemobile fit in terms of the £8 charge? The Mayor of London has put down his reasoning about the visit of the Pope to the UK and London, and the issue that has caused him problems more than any other. Is the Popemobile liable for the congestion charge? Why should the people of London begrudge the Holy Father £8? To which the others will say, why should the Holy Father begrudge the people of London £8? They’ve got a bob or two in the Vatican. Being Boris, the argument spins off in a million directions, [suite...]

Manchester UK Set for Congestion Charge. Or Not. | The Truth About ...
BBC News reveals that the UK government is about to reveal their plan to introduce a £5 ($9.84) congestion charge to the city of Manchester. This despite the recent public backlash against increased petrol taxes, simmering resentment towards new "green" sales taxes on vehicle purchases, the ouster of London Mayor Ken Livingstone (proponent of increased, CO2-based congestion charges), polls showing widespread opposition to a Manchester congestion charge, and calls for, God forbid, a referendum on the issue. Of course, British politicians didn't get where they are by attending Oxbridge. Oh [suite...]

TfL admits problems with fleet congestion charge payment system ...
After a spate of overcharging and wrongly issued fines since IBM took over the system in November, TfL has finally recognised the problem, but insists it has now been fixed. Transport for London (TfL) has admitted it is aware of “some problems” with the payment system used by fleets to pay London's congestion charge. The IBM-managed system enables fleets, vehicle rental suppliers and other companies whose vehicles regularly enter the congestion zone to receive a £1 discount on the normal £8 congestion charge if they register their vehicles online. The system is then supposed to [suite...]

Change to London Congestion Charge
A new method of payment, Congestion Charging Auto Pay. will also be introduced. This detects how many days per month a registered vehicle has driven in the Congestion Charge Zone, and then automatically deducts a monthly payment from a specified bank account. As is the case under the current scheme, registered residents that live within the Charging zone will continue to receive a 90% discount. There will be no charge at all between December 25th and January 3rd inclusively. To respond to on-going technological developments, the new scheme will be monitored and the GVD discount criteria [suite...]

KenBuster: Auto Congestion Charge payment nonsense | Crave | CNET UK
Meet the KenBuster -- a wireless payment system that automatically pays the congestion charge whenever you enter London's CC zone in your car. Take that, Ken! Hang on a minute. How exactly is this thing 'busting' London's controversial mayor Ken Livingstone by automatically lining his pockets? We hope nobody invents a 'CraveBuster' that automatically gives us £8 every time someone strayed on to our site. That would really show us. The idea is good in principle, but where it falls down is the price. You pay a ridiculous £199 for infinite usage, or a £49.99 one-off charge then £8 per [suite...]

Reducing Big City Traffic Congestion: Lessons from London | Hybrid ...
Incentives seem to matter in many settings. Jonathan Leape of the LSE has written a very nice paper on the London Congestion Charge for the Journal of Economic Perspectives. This paper goes into detail about the challenges of implementing a central london congestion charge including the nitty gritty details of enforcement. He also provides some “before/after” facts concerning the impact of the program and discusses the charge’s unintended consequences. Chicago inching closer to freeway congestion charges? — Autoblog
Chicago ranks number three on the list of cities with the worst traffic. Following a study by the Municipal Planning Council and the Illinois Tollway, one suggested way to remedy the issue is the introduction of congestion pricing on Chicago-area toll roads. This isn't the flat-fee congestion charge from London, but rather the supply-and-demand based flexible pricing already adopted on toll roads in California and Minneapolis: at peak times, the toll goes up, during off-hours the toll drops. Portions of three highways have been mentioned as good candidates: the Stevenson Expressway, Jane [suite...]

NYT: Congestion Charging Approaches "Moment of Truth" | The Truth ...
With the deadline for $354m in federal matching funds for New York City congestion charging (CG) looming (April 7), the New York Times ongoing support for the plan is approaching fever pitch. In the ironically titled Op Ed "Moment of Truth on Congestion Pricing," the Old Gray Lady argues that "The only way to ensure the system will continue to work is to move forward on congestion pricing." In the lead up to this "do or die" conclusion, the Times' rhetoric flies in the face of the facts. "What it needs is a reliable source of income. As London [suite...]

Currently Transport for London is considering the proposals, and a decision is expected soon. Any changes are due to be implemented in January 2011. Friends of the Earth has joined other activist groups in condemning the planned scrapping of the western extension of London’s congestion charging zone. Consultation on the proposal ends today. The extension, known as the WEZ, was introduced in 2007 by former mayor Ken Livingstone, four years after the original zone. The resulting drop in traffic levels cut carbon dioxide and air pollutant emissions, and raised public transport use. But controversy has raged, as the extension covers far more homes than the original zone in central London (ENDS Report, June 2010). Residents must pay to drive [suite...]

UK: London Mayor Backtracks on Congestion Tax | The Truth About Cars
London, England Mayor Boris Johnson is retreating from his campaign pledge to end the city’s “punishment of motorists.” Johnson’s predecessor, Ken Livingstone, lost his re-election in large measure because Johnson pledged to scale back the £8 (US $13) fee imposed on motorists entering the downtown area. Johnson announced Friday that he will boost the tax to £10 (US $16.40) to shore up Transport for London’s mass transit budget. “The proposed increase in the charge will ensure that the system remains effective in controlling traffic levels in central London, and the revenue [suite...]

Volvo welcomes Congestion Charge consultation
As the instigator of the Emission Equality Congestion Charge campaign, Volvo Car UK has today welcomed The Mayor of London, Boris Johnson's decision to launch a consultation on the existing Congestion Charge exemption for hybrids and alternative fuel vehicles. Under the current rules, the Alternative Fuel Discount gives drivers of alternative fuel and hybrid cars a 100% discount in London's Congestion Charge. It is Volvo's belief that this method of discounting is now outdated as many modern conventionally-engined cars, such as Volvo's S40 DRIVe, emitted less CO2 than most hybrids. Volvo [suite...]
